DCED ESG CV 2020 Public Notice

By June 1, 2020, Safe Journey and Erie County Care Management (ECCM) will request that Erie County Department of Human Services (DHS) apply on their behalf for the State Department of Community and Economic Development Emergency Solutions COVID (DCED ESG CV) funding through the CARES Act.  Safe Journey is requesting $92,725 and ECCM is requesting $310,000.  Both programs will be applying for Homeless Prevention funds under the ESG CV allocations.  The CoC’s Home Team Housing and Homeless Coalition approved to allow Erie County DHS to apply for the DCED ESG CV application for Safe Journey and ECCM in the amount of $402,725 for Homeless Prevention on 5/14/2020.  For questions or comments, please email Peter Burke, DHS Housing Program Director at pburke@eriecountypa.gov

DCED ESG-CV Code Blue Public Notice

By November 16, 2020, six Erie County providers, all Erie County Homeless/Domestic Violence shelters requested that Erie County Department of Human Services (DHS) apply on their behalf for the ESG-CV Code Blue Grant.  Listed below are the providers, funds they are applying for, and the amounts requested:

Sub-Recipients Total Funds Requested:

  1. EUMA – $73,949.44
  2. Community of Caring – $15,360
  3. Safe Journey – $27,864
  4. Safenet – $47,839.31
  5. Community Shelter Services – $37,800
  6. Erie City Mission –   $19,440

The County is also requesting a 5% administrative of $11,112.64 which is under the 6% allowable by the grant.

Total Funds Requested by Erie County DHS for the  DCED ESG Code Blue Grant – $233,365.39

Governor Wolf Announces New Funding Available to Protect Homeless Pennsylvanians During COVID-19 Resurgence

DCED ESG-CV Code Blue Award Notice

Erie County was awarded $200,335 of the $233,365 on the application for the DCED ESG Code Blue Grant. 

Sub-Recipients Total Funds Received:

  1. EUMA – received $73,949.44 Total. Emergency shelter – $11,000, Temporary Seasonal Shelter (Our Neighbor’s Place) – $41,395, Street Outreach $21,466
  2. Community of Caring – Emergency Shelter – $12,500
  3. Safe Journey – Emergency Shelter $18,000
  4. Safenet – Emergency Shelter expansion – $47,839.31
  5. Community Shelter Services – Emergency Shelter – $25,000
  6. Erie City Mission –   $12,052

Administration Costs – $11,113

DCED ESG-CV 2021 Round 2 Public Notice

By February 26, 2021, five Erie County providers, four Erie County Homeless Shelters and one Domestic Violence Shelter requested that Erie County Department of Human Services apply on their behalf for the DCED ESG-CV Round 2 grant for hazard pay for shelter workers. The funds will be used to give hazard pay to approximately 76 shelter staff working directly with homeless individuals and families during the pandemic. Listed below are the providers and the amount of funds requested.

  1. Community of Caring – $29,808
  2. Community Shelter Services – $51,030
  3. Erie City Mission – $31,347
  4. Erie United Methodist Alliance – $35,316
  5. Safenet – $44,226

Ending Youth Homelessness – Preliminary Intervention Model Webinar

Ending youth homelessness requires partnership and coordinated efforts in communities and at every level of government. USICH’s Federal Framework to End Youth Homelessness is a resource text for dialogue and action toward ending youth homelessness together.
